shadow diplomacy

Unofficial diplomatic maneuvering

Shadow diplomacy is unofficial negotiation conducted outside formal government channels, often by private citizens, former officials, or intermediaries acting without explicit state authorization.

It operates parallel to—or sometimes in opposition to—official diplomatic efforts: The businessman engaged in shadow diplomacy with foreign leaders, undercutting the administration's position.

The practice can facilitate sensitive talks that governments can't publicly pursue, or it can dangerously muddy foreign policy.
