nuclear policy
Weapons proliferation stance
Nuclear policy is a government's official stance on developing, deploying, and potentially using nuclear weapons, as well as positions on nonproliferation and arms control.
It encompasses questions of first use, deterrence doctrine, and acceptable targets: The president's nuclear policy ruled out striking civilian populations.
Countries also have nuclear energy policies governing civilian reactors, though the phrase more often refers to weapons.
