Somewhat off target
Not exactly is a polite way of saying no, softening disagreement or contradiction: Is she your girlfriend? Not exactly.
It can also mean approximately but not precisely: It's not exactly what I had in mind.
The phrase often carries ironic understatement when the reality is far from what's suggested: He's not exactly a genius.
