nongovernment
Outside official authority
Nongovernment describes entities, activities, or sectors that operate outside of or independently from governmental control.
A nongovernment organization pursues social, humanitarian, or advocacy goals without being part of the state apparatus.
The term appears most often as a modifier: nongovernment funding, nongovernment sources.
It overlaps significantly with nongovernmental, though that form is more common in formal contexts.
