nonconstitutional
Not in charter
Nonconstitutional describes matters that fall outside the scope of a constitution—neither permitted nor prohibited by it, simply not addressed.
A nonconstitutional issue might concern policy or procedure that doesn't implicate fundamental rights: The court dismissed the claim as nonconstitutional.
Unlike unconstitutional, which means violating a constitution, nonconstitutional is neutral—the constitution simply has nothing to say about it.
