no-bill
Grand jury refusal
A no-bill is a grand jury's decision not to indict—finding insufficient evidence to bring charges against someone: The grand jury returned a no-bill in the shooting case.
As a verb, to no-bill is to decline to indict: The jury no-billed the officer.
The opposite is a true bill, which sends a case to trial.
