Limp-wristed means effeminate or weak, from the stereotype of a man with a slack, dangling wrist as unmasculine.
The term is often used to suggest homosexuality and is offensive in that context: limp-wristed liberals.
More broadly, it dismisses something as lacking strength or resolve: a limp-wristed response to the crisis.
