Jerry-builders are contractors who put up buildings cheaply and shoddily, using inferior materials and cutting corners on construction.
The term is always derogatory, implying work that looks acceptable initially but won't hold up: The jerry-builders threw up these houses in six weeks, and now the foundations are cracking.
The singular jerry-builder and the verb jerry-build share this sense of flimsy, hasty construction.
