countervailing
Acting in opposition
Countervailing describes a force or factor that opposes, offsets, or balances another: countervailing evidence, countervailing pressures.
The word appears often in economics and trade policy—countervailing duties are tariffs imposed to offset foreign subsidies.
More broadly, any countervailing consideration works against whatever came before: The benefits are real, but there are countervailing risks.
