A cheap drunk is someone who becomes intoxicated after very little alcohol—one or two drinks does the job.
The term is mildly self-deprecating when used of oneself and gently mocking when applied to others: I'm such a cheap drunk—half a glass of wine and I'm tipsy.
The cheapness refers to the low cost of getting them drunk, not to their character.
