carpetbags
Old traveling bags
Carpetbags are traveling bags made from carpet fabric, popular in the 19th century.
The term is most familiar from carpetbagger—a Northerner who went South after the Civil War, supposedly carrying all possessions in a carpetbag, to exploit Reconstruction-era opportunities.
The image suggests an outsider arriving to profit from local misfortune.
