blousing
Cloth gathered loosely
Blousing is the technique of letting fabric puff out loosely above a fitted point, especially at the waist or boot top.
Military uniforms often feature bloused trousers tucked into boots, with excess fabric billowing above: He was blousing his pants over his combat boots.
The effect creates a gathered, ballooning silhouette rather than a smooth line.
