unscary
Lacking any menace
Unscary describes something that fails to frighten or isn't intended to be frightening: The haunted house was disappointingly unscary.
Often used for horror content that doesn't deliver: an unscary slasher film.
Also describes deliberately gentle versions of typically scary things: unscary Halloween decorations for young children.
