rural character
Pastoral, not urban
Rural character is a quality of place that feels distinctly countryside rather than urban or suburban—open land, agricultural activity, low population density, and absence of intensive development.
Planning documents often invoke it: The zoning amendment would destroy the rural character of the valley.
The term is deliberately vague, allowing communities to define what they want to preserve while remaining elastic enough to mean different things to different stakeholders.
