reengineer

Rebuild from scratch

Reengineer means to redesign or restructure something fundamentally, especially business processes or systems.

The term gained currency in the 1990s with corporate "reengineering" movements that promised radical efficiency gains: We need to reengineer our supply chain from the ground up.

It can also mean to reverse-engineer and rebuild: Scientists reengineered the virus to make it harmless.
