overbudgeted
Planned too expensively
Overbudgeted describes something allocated more money than necessary or prudent.
A project that's overbudgeted has been given excessive funds: The film was overbudgeted and still went over.
It can also describe spending that exceeded what was planned: We overbudgeted on marketing and had to cut elsewhere.
