nuisance fee
Irritating extra cost
A nuisance fee is a small charge that seems designed more to annoy than to cover actual costs—the kind that makes you mutter but not enough to fight: The airline's nuisance fees for seat selection and carry-ons added fifty dollars to the ticket price.
The term implies the fee is petty, gratuitous, or exploitative.
