moral doubt
Conscience in conflict
Moral doubt is uncertainty about what is right or wrong in a given situation.
It differs from factual doubt—you may know exactly what's happening but still be unsure whether it's ethical: She felt moral doubt about reporting her colleague's minor theft.
Moral doubt can paralyze action or prompt deeper reflection on one's values.
