Flood pants are trousers that end above the ankle, exposing the lower leg as if the wearer were wading through floodwater.
The term is usually mildly mocking—describing pants that are too short, whether by accident, poor fit, or fashion choice: Those flood pants make him look like he's expecting a storm.
