cool heads
Unflappable decision makers
Cool heads are people who remain calm and rational under pressure.
The phrase often appears in contexts where panic or heated emotion would make things worse: Cool heads prevailed during the crisis.
Someone urging cool heads is asking others to stay composed rather than react impulsively.
