cockteaser
Promises without delivering
A cockteaser is someone, typically a woman, who arouses sexual interest without intending to follow through—flirting suggestively or engaging in foreplay but refusing intercourse.
The term is vulgar and often used resentfully by men who feel led on: She's such a cockteaser.
Also spelled cock-teaser or cock teaser.
The shortened form is teaser.
