clown show
Slapstick entertainment event
A clown show is a spectacle of incompetence or chaos, usually describing an organization, event, or group that's become farcical: The committee meeting devolved into a complete clown show.
The term emphasizes not just failure but absurd, visible dysfunction—multiple people fumbling in ways that would be funny if they weren't consequential.
This administration has been a clown show from day one.
