Community police monitoring
Civilian review refers to oversight of police or other government agencies by boards composed of ordinary citizens rather than members of the agency itself.
The goal is independent accountability—investigating complaints, reviewing use of force, or recommending policy changes without the conflicts inherent in self-policing: The shooting prompted calls for a civilian review board with subpoena power.
