unprovisioned
Lacking necessary provisions
Unprovisioned means not supplied with necessary provisions, resources, or equipment.
A server or system that is unprovisioned hasn't been set up with the software, access rights, or configurations needed to function: The unprovisioned accounts sat dormant until IT could process the new hires.
Outside technical contexts, it describes anything left without adequate supplies: an unprovisioned expedition.
