undercrowding

Insufficient occupancy levels

Undercrowding is having too few people in a space designed or intended for more.

The word appears in discussions of prisons, housing, or public transit operating below capacity: The facility's undercrowding meant each inmate had a private cell.

It's the opposite of overcrowding, though far less commonly discussed.
