spending caps
Fiscal expenditure limits
Spending caps are legally imposed limits on how much money a government, organization, or campaign can spend.
They appear in budget legislation to control deficits, in election laws to limit campaign expenditures, and in sports leagues to maintain competitive balance salary caps.
The metaphor treats spending as a container that must not overflow: Congress debated raising the spending caps.
