block grants
Flexible government allocations
Block grants are fixed sums of money given by a central government to state or local governments for broad purposes, with few restrictions on how the funds are spent.
Unlike categorical grants earmarked for specific programs, block grants give recipients flexibility to address local priorities: The state used its block grant for community development however it saw fit.
Critics argue this flexibility can lead to funding cuts or misallocation.
