witless wonder
Clueless yet amazed
A witless wonder is someone conspicuously lacking in sense or intelligence—a fool who somehow muddles through despite obvious mental deficiencies.
The phrase carries bemused contempt: Our witless wonder of a manager scheduled three meetings at the same time.
The "wonder" is ironic, marveling at how someone so dim functions at all.
