build on
Extend from foundations
Build on means to use something as a foundation for further development.
You build on previous research, build on someone's idea, or build on early success.
The phrase implies that what came before provides a stable base: The new policy builds on reforms from the previous administration.
It can also mean literally constructing an addition: They built on a sunroom.
